So I don't understand why we continue to insist on non-contiguous data
for the sake of CA V4, when at the same time we all seem to agree that
the data interface ought to be independent of the network layer,
in fact support the case where there is no network layer at all.
I haven't seen one other communication layer that would require
non-contiguous data, including CA V3, so why obfuscate
the V4 data access with non-contiguous data?
