Subject: V4 iocRecord: forward linking

The current FLNK implementation in V3 (and also what's on the wiki for V4) is a single link field.

My experience is that in most cases you either don't need an FLNK or you actually need multiple FLNKs (usual workaround is linking the targets in a chain through their respective FLNKs or using a fanoutRecord). In other words: the implementation matches exactly the least common situation. Not good.

Suggestion:
For V4, make FLNK an array of links with a default size of zero.
This uses less space in the most common case, allows for very flexible FLNKing, and it eliminates the need for a fanoutRecord.
