1) Dont send a probe as a consequence of setting a circuit into an
unresponsive state - schedualing of probes should be purely the
purview of the receive watchdog.

2) Dont stop the send/recv timers when setting a circuit responsive and
when setting a circuit unresponsive.

Both issues do not fix bugs but it is more correct for the code to operate
as modified. These modifications were not patched into R3.14

If there is send backlog progress but there has already been a probe timeout
then dont restart the probe timer. This isnt fixing a bug, but its probably better
for the code to operate this way. This issue was *not* patched in R3.14.
