Installations and Modifications of Permanent Structures in the APS Experiment Hall and LOMs
Policy
Prior APS approval is required for all installations and modifications of permanent structures in the APS Experiment Hall and LOMs, including those installations and modifications that are financed by APS Users.
Procedures
- For initial LOM buildouts, the approval process is described in Guide to the Construction Process for CAT Laboratory/Office Modules, rev. 1, March 20, 1996. (See attached.)
- For installation of beamlines, the approval process is described in APS Beamline Design and Construction Requirements, a Reference Manual for Designers and Builders, ANL/APS/TB-14, May 1994.
- If a CAT desires an installation or modification of a permanent structure that has not been explicitly approved via one of the above-mentioned processes, the CAT will submit its design, its implementation plan, and a written programmatic justification to the User Technical Interface (UTI).
- The UTI or his designee(s) will arrange for all necessary technical and safety reviews of the design, and the CAT will refine the design as needed to produce a final design that is acceptable to the APS.
Guide to the Construction Process for CAT Laboratory/Office Modules
Each sector's portion of an LOM will contain an open office area and two laboratories as described in A Guide to the APS Lab Office Modules (which was distributed to CAT Directors in January 1994). The build-out process, by which the LOMs can be tailored to suit the specific requirements of the CATs, is as follows:
- Each CAT will develop a conceptual design based on the LOM drawings provided in A Guide to the APS Lab Office Modules. The APS User Technical Interface (UTI) will be the CAT's point of contact at the APS for the LOM build-out. Each CAT is encouraged to arrange a meeting with the UTI early in the design process if its designs differ extensively from the base LOM plan given in the Guide.
- The CAT will then submit the design to the UTI office for review. The APS will review the design for completeness of the description and drawings, functionality, and civil construction requirements. If the required work is minor, clearly drawn sketches will be adequate. If the work is extensive, architectural drawings, preferably produced by an A/E, will be required.
- The following considerations apply:
- Any additional doors and fixtures (i.e., electrical outlets) installed within the LOM space shall match the APS standards for this area. Additional architectural work shall be consistent and shall maintain the level of design of the base LOM plan.
- The APS has developed a set of standards for LOM interior finishes. Additional finishes for which no standards exist but which are required by the CAT will be reviewed by the APS.
- Standard wall design options have been developed for the office space.
- Upon termination of the use of an LOM, the CAT is expected to return the space to its original state as described in A Guide to the APS Lab Office Modules or, with the concurrence of the APS, vacate the space as-is and provide the APS with a full set of "as-built" drawings for the space prepared by a registered architect.
- The CAT will refine the design as needed; a final design will be developed through mutual agreement between the APS and the CAT.
- The APS will obtain bids for the construction and will notify the CAT. The CAT will approve the cost and will notify the APS to proceed. The cost of the construction will be charged to the CAT. The APS will keep the overhead charges to a minimum by absorbing the costs of the design support, project management, contractor management, and supervision work.
- The APS will arrange for and oversee the construction. An "as-built" set of drawings will be required.
- Prior to the beginning of work, a User Account must be established to fund the construction, in accordance with the Policy and Procedure for Establishing and Maintaining APS User Cost Accounts.
