MESSAGE FROM MURRAY -- Funding Issues, Schedule, and Steps Forward

The new year began with a serious setback for APS, shared by other light sources, facilities, and science programs across the United States. The omnibus Congressional budget approved in late 2007 for the current fiscal year (FY08) did not contain the expected increases for physical science that had been widely supported by both parties and the administration. You may have heard of the devastating impact of this across the nation; close to home, the Intense Pulsed Neutron Source was abruptly closed much sooner than expected, and many jobs will be lost. For the APS, in common with the other light sources, the budget meant no increases despite continuing escalation in fixed costs, such as power, salaries, and supplies. To control these costs this year, we must reduce our operating hours. The new long-range schedule (HTML | PDF) shows the removal of one month from the second run of calendar 2008. By extending shutdown periods for essential maintenance, this unfortunate run-time reduction achieves essential savings through power and effort costs. The president's budget for FY09, just released, shows an increase which would allow us to operate normally next year. However, we are very concerned about the politics of this election year and the possibility that we will face serious delays and uncertainties about our budget for almost a year from now, during which time we may be forced to make irrevocable decisions on staffing in early FY09. Various constituencies have been advocating for the importance of restoring funding to science as soon as possible to alleviate irreparable damage, and we hope you will make your voice heard about the importance of properly supported facilities.

Despite this situation, we continue to plan for a brighter future. Recent reviews by the University of Chicago were very complimentary about the quality of the user science and the accelerator at APS and the need to invest in instrumentation supporting science for the short, medium, and long-term. (Our most recent review from DOE has not yet led to formal feedback, but oral feedback from the reviewers at the closeout was consistent with the University of Chicago reviews). These reviews particularly emphasized the importance of developing a prioritized list of repairs and upgrades that would support the case for the major scientific impact that could be accomplished through APS renewal. While we have had some plans in the past, we have decided, with the advice of our Scientific Advisory Committee (SAC), to take the opportunity to begin planning afresh and more comprehensively, involving both APS and CAT beamlines equally. We have just begun the process of compiling our renewal plan, in close collaboration with our users. Dennis Mills has asked all beamlines to come forward with a short list, science driven, of needed upgrades to instrumentation (see call for proposals from beamlines). These lists will be folded in with our ongoing planning for new beamlines and with our plans for major long-term upgrades to the accelerator. Rod Gerig has been tasked with preparing a similar list of key needs on the accelerator side, addressing reliability and improved performance (see call for proposals from managers). With close involvement of the SAC, the APS Users Organization and the Partner User Council, it is our aim to produce from this feedback a draft plan for scientific renewal of the APS by the time of the users meeting in May. In the months following we will work further on this plan and the prioritization of it, with the aim of endorsing a final prioritized renewal plan at the future planning workshop with users and key external scientists, to be held October 20-21, 2008. At the workshop we will also discuss the energy recovery LINAC and other possibilities for a major APS upgrade. Our renewal plan will aim to tie together both our planning for a major upgrade to APS in the next decade and our short- and medium-term needs.

With all the positive recognition of APS and its needs, and strong support from our program office at DOE, we are optimistic that when better fiscal times come we will be able to realize the scientific renewal we so badly need. 1. Featured Beamlines: Four New Crystallography Stations at LS-CAT, Powder Diffraction at the New 11-BM-B, and Mail-In Crystallography at SGX-CAT

Just in time for the next proposal cycle (deadline March 7), wed like to highlight a few of the newer opportunities available to general users.

Joining the General User Program for run 2008-2 are the macromolecular crystallography beamlines of LS-CAT, sector 21. LS-CAT uses canted undulators to provide two independent sources for four ID end stations: 21-ID-D, 21-ID-E, 21-ID-F, and 21-ID-G. All four stations can be used simultaneously and independently. The 21-ID-F station supports macromolecular crystallography and SAD phasing at selenium only, as this is a fixed wavelength station. All LS-CAT experimental stations are equipped with MD-2 diffractometers with state-of-the-art features such as on-axis sample viewing with precision zoom, automatic sample alignment, omega/kappa/phi motions, and a tuned piezoelectric fast shutter. SGX-CAT, Sector 31, is dedicated to mail-in macromolecular crystallography. Features of this beam line include high-throughput data collection (>10,000 crystals and >4,000 data sets per year), automatic evaluation of crystal quality, automatic centering based on loops, and automatic removal of surface ice. For information about the SGX-CAT mail-in service, contact Laura Morisco (laura_morisco@sgxpharma.com) and see article #1 in User News no. 40.

Also being offered this cycle is mail-in service for the high-resolution/high-throughput powder diffractometer at 11-BM-B. This service requires a General User Proposal request. The 11-BM diffractometer has 12 analyzers and offers simultaneous high-speed (<1 hr) and high-resolution (2 x 10-4 ΔQ /Q) data collection. A robot provides unattended operation. Initially, the instrument will operate in a fixed-energy mode. 2. Short Course on Small-Angle Scattering Offered June 28-July 2, 2008

The APS Small-Angle Scattering Interest Group is offering "Beyond RG"--an intermediate-level course on the theory of small-angle x-ray scattering and the techniques used at the APS. The goal of the course is to enable the community to submit highly effective beam-time proposals and to facilitate better utilization of the resources at the APS. The course, running June 28-July 2, will feature both experiments and lectures, and attendees will receive a CD with data reduction and analysis software for use during and after the course. Both materials science and biological applications will be covered, as will ultra-small-angle scattering. Participating beamlines are 5-ID, 12-ID, and 18-ID (all pinhole SAXS) and 32-ID (Bonse-Hart USAXS).

The course is free but participation is limited to 25 people. Registration opens February 15 and ends May 15. More information is at http://small-angle.aps.anl.gov/.

3. Users Week 2008: Workshops, Events Announced

Mark your calendars now for Users Week, May 5-8! General and facility-specific science sessions will be held on Monday and Wednesday, with workshops primarily on Tuesday and Thursday. This year well have the special treat of a banquet at the Shedd Aquarium, with its fantastic Oceanarium and view of the Chicago lakefront. Students have some great opportunities, with a reduced registration fee, poster prizes, and a competition for student talks (winners receive a banquet ticket too!). An overview of the meeting is available now at the meeting web site, http://www.aps.anl.gov/Users/Meeting/. Poster abstracts can be submitted now; the deadline is March 31. The registration form will be available in a few weeks and will be announced by e-mail; the registration deadline is April 11 for non-U.S. citizens without active badges and April 25 for all others.

Each meeting takes on its own twist, and this year's special feature is the world premiere, on Sunday afternoon, May 4, of an original play exploring the connections between science and art. Conceived by APS user and historian of crystallography Cele Abad-Zapatero, the play centers on a meeting between Pablo Picasso and pioneering crystallographer J.D. Bernal, a mentor of important figures such as Francis Crick, Max Perutz, Dorothy Hodgkin, Aaron Klug, Rosalind Franklin, and many others.

The workshop offerings are as follows (further details will be posted on the web as soon as they are available):

  • Diffraction studies of structural and mechanical properties
  • Emergent states at interfaces of complex oxides: what can be learned from local probes
  • In-situ surface science: growth and properties of new materials (half day)
  • Nanoscale heterostructures
  • Nanoscale inhomogeneities and near-phase transitions
  • SAXS and SANS applications in nano materials and nano biology
  • Scattering and spectroscopic studies of materials in high magnetic fields
  • Scientific advances in inelastic x-ray scattering
  • Scientific applications of nuclear resonant scattering
  • Software for challenging cases in macromolecular crystallography
  • Synchrotron radiation in pharmaceutical science: freeze drying and other applications (half day)

4. Nominations Invited by March 28 for the 2008 Franklin Young Investigator Award

The APSUO Rosalind Franklin Young Investigator Award recognizes important technical or scientific accomplishment by a young investigator that depended on, or is beneficial to, the APS. The recipient receives $1000 and is will be asked to present a 20-minute talk on his or her work at the 2008 Users Week meeting. The award is open to senior graduate students and early-career Ph.D. scientists; nominations are due to Susan Strasser by March 28. 5. Avoid International Shipping Panic: Use a Customs Agent

Users who import equipment to the APS from foreign countries are sometimes subjected to nerve-wracking delays caused by improperly filed U.S. customs paperwork. We have found that users who hire a customs agent for their international shipments have few problems with delays.

Reasons for delay can vary. Sometimes Federal Communications Commission (FCC) forms are required for certain equipment. Sometimes, given the unique nature of specialized scientific equipment, it is especially hard to interpret the regulations for customs documentation.

Many agencies have experience in expediting equipment to APS. If your institution does not have a preferred customs broker, you may wish to contact American Overseas Transport (information below), which has provided service for a large number of foreign deliveries to Argonne National Laboratory and APS. 6. Proposal Deadline is March 7 for Run 2008-2

The deadline is Friday, March 7, 2008, for new general user proposals and beam time requests on existing active proposals for APS run 2008-2 (June 10 - August 6). Partner user proposals are also due on that day.

The General User Proposal (GUP) on-line system will accept proposals until 11:59 pm (Chicago time) on March 7, but User Office support will not be available after 5:00 pm. If you feel you may need help during the submission process, please create your proposal as early as possible.

PEOPLE NEWS

7. Michael Borland, Al Macrander named American Physical Society Fellows

The APS is proud to include among its staff two new fellows of the American Physical Society: Michael Borland and Albert Macrander. Borland's nomination recognized his development and support of the program ELEGANT, the first integrated accelerator code to realistically model coherent synchrotron radiation effects, which is now used worldwide. Borland leads the Operations and Analysis Group in the Accelerator Systems Division.

Macrander was recognized for his leadership in the field of x-ray optics and measurement. He heads the Optics Fabrication and Metrology Group in the X-ray Science Division. In this role he guides optics work for APS beamlines, including development of innovative optics for the hard x-ray nanoprobe beamline (sector 26).
