momentum_aperture command that gave invalid momentum aperture determination for lattices with
acceleration or deceleration. This was reported by N. Nakamura (KEK). A related bug was fixed in the touscheck_scatter command,
to allow fiducialization prior to tracking. Neither bug would affect storage ring tracking.
semaphores command had an issue with the start file. In particular, in multi-step runs, the start file would
be repeatedly created. This was fixed.
load_parameters statement was in ``changed-defined-values'' mode and
the other was not.
